I have three proposals for AI transformation work in Dubai and the range is enormous. I cannot tell whether the cheap one is a bargain or a trap, or whether the expensive one is buying anything I need. How should a finance person read these numbers?

Read them as a team composition problem. Almost every consulting price in this market resolves to a number of people, at a level of seniority, for a number of weeks. Ask each bidder to show that breakdown and the range usually explains itself.

  1. How many people, at what grade, and what proportion of their time is onshore in the UAE?
  2. How many weeks, and how much of that is discovery versus building?
  3. What proportion of the fee is partner and director time you will rarely see?
  4. What is excluded — cloud costs, licences, data remediation, your own people's time?
A cheap proposal is usually cheap because it is short and remote. An expensive one is usually expensive because it is long and senior. Neither is inherently wrong; both are frequently mismatched to the problem.

Four drivers move the number more than the day rate does.

  1. Discovery breadth. Interviewing forty people costs materially more than twenty-five and rarely changes the conclusion. Cap it and be specific about who must be included.
  2. Number of systems built and their integration depth. A system that reads from an existing warehouse is a fraction of the cost of one that writes into your ERP.
  3. Regulatory and data-residency requirements. If everything must stay in-country and be independently validated, expect a significant uplift — and check whether your case genuinely requires it.
  4. Capability transfer. Paired working costs more per week and less over three years. This is the one line where paying more is usually correct.
The largest wasted spend in this market is not overpriced consulting. It is correctly priced consulting bought in the wrong sequence.

How much flexibility do you have to break the commitment into stages?

Stage one: a fixed-price, three-to-four-week piece of work that produces a shared, queryable model of the organisation and a prioritised set of candidates. It should be a small fraction of the total envelope and it should be enough to disqualify a bad partner.

  1. Stage two: build the first system with paired teams, fixed scope, and acceptance defined as running in production with a business owner.
  2. Stage three: repeat with the second and third, with a declining consulting share as your team takes more of the work.
  3. Hold ten to fifteen per cent of each stage against handover criteria rather than against delivery dates.
  4. Budget your own people's time explicitly. It is the single most underestimated line in every one of those three proposals.
Present the board an envelope with gates, not a lump sum with hope. Gates are what make a large number defensible.

Run stage one with two of the three bidders if the budget allows. The comparison will cost less than choosing wrongly.
